Beating Back the Coal Rush: Proposed Washington Coal Plant Halted!

No Coal!Great news from Washington state!

State energy facility siting regulators in Washington announced yesterday that they have halted permitting for a proposed coal-fired power plant near Kalama on the Columbia River in southwest Washington.

Before the state Energy Facility Siting Council will continue permitting the proposed coal gasification plant, the developers, Energy Northwest, must file a real plan for sequestering the greenhouse gas emissions the plant will emit, in accordance with a greenhouse gas emissions limit passed by the Washington legislature in 2007 (SB 6001),

The plan the developers initially filed essentially amounted to “well, we can’t sequester emissions now but we’ll figure out a plan to do it later.” That doesn’t cut it, the state Siting Council (reasonably) said.

This is a major set-back for the proposed plant - although it doesn’t spell the end. If the developers come up with a real plan to sequester emissions, they could still build the power plant, which while more climate friendly, would still be coal-burning.

Canadian Pipeline Fire

thomko_logo_image.jpgOil prices soar as blaze hits Canadian pipeline sending crude oil to the U.S.

An explosion in northern Minnesota has forced Enbridge the shut down four pipelines. The pipeline system serves major refineries in Ontario, Canada, as well as the Great Lakes regions, and delivers approximately 2.2 million barrels per day.

Two repair workers were killed late Wednesday night as fire broke out along a pipeline in northern Minnesota, which carries crude oil from Saskatchewan to the Chicago area. The pipeline was shutdown briefly, and most of the pipeline was returned to service. The section damaged by the fire is expected to be back up in a couple days.

The Enbridge pipeline is actually four separate conduits, and two were restarted Thursday morning, and the third line was not damaged by the fire.

Global oil markets reacted to news of the fire, and the price went up by nearly $4 dollars a barrel, however an offer by the U.S. government to release oil from the Strategic Petroleum Reserve, if needed, helped calm the markets back down.

OPEC’s output meeting is scheduled next week in Abu Dhabi, and it is not certain whether the cartel will increase production. The Saudi oil minister still states that high oil prices do not reflect the supply vs. demand situation, but several OPEC members have stated that the cartel may be willing to boost output to bring oil prices down.

Saudi Oil Plants Targeted by Terrorists

saudi%20arabia%20oil%20terrorist%20attack.JPGOver 200 suspected terrorists have been arrested by the Saudi security forces in a plot to disrupt the country’s oil industry.

The terrorist plot involved attacking the kingdom’s oil industry targets. The plot evidently had been planned for months, and preparations were being made to smuggle missiles into the country, which included the importing of eight rockets.

In addition to this plot, another group planned to assassinate clerics, along with members of the kingdom’s security forces. Another 32 people were arrested who were involved in providing financial assistance for the terrorists.

Saudi security forces stated that more than half of the suspected terrorists were militants who had come into the kingdom from Iraq.

And the Saudi’s have also warned the clerics to do more to stop Saudi Sunni’s wanting to join the al-Qaeda militants in Iraq, and who also wish to fight the U.S. backed Shiite Muslim government.

thomko_logo_image.jpgPrior to the arrest of the militants, Saudi Arabia announced that a 35,000 security force would be created to protect the oil fields, pipelines and crude processing plants. So far approximately 9,000 have been trained. The kingdom is coordinating security efforts with neighboring countries to improve overall security for the oil industry.

Commonwealth Election Result

On 24 November, the ALP won the Commonwealth election and will now form government. There are two key implications for the energy sector as a result of this change in Government. AGL estimates that the expansion of the Mandatory Renewable Energy Target to 45,000 GWh will require over 11,600 MW of new renewable capacity and additional investment of around $27 billion by 2020. In addition, emissions trading is to be implemented by 2010.
